Epouranal Council

Composed of the twelve Epouranal Mages, the Epouranal Council is the highest court in the world. No other form of law can override the ruling of the epouranal mages, not even the Fantasma. Because of this, the epouranals are sought after to settle issues that are global and extremely controversial. Usually these issues involve decisions from the Fantasmal Government.

It is extremely hard to seek the epouranal council's judgment on a matter. In 90% of the cases, they will refer the matter back to the Fantasmal Government, thus endorsing whatever decision is made at that level. In those rare circumstances where they do agree to arbitrate a dispute, the epouranals do not hear arguments from each side. Instead, both sides submit in writing what the disputed topic is and their position. The epouranals read this, and then spend several days in prayer and meditation in separate areas. In the end they all return with a unanimous decision on the topic at hand. Though there are no official rules saying the decision must be unanimous, there has never been an instance where the epouranals did not all agree.

One important note is that there are circumstances where all twelve epouranal mages are not available. This can happen if there has been a recent death of an epouranal mage and the replacement has not been revealed, or if an epouranal mage is underage and thus not required to fulfill any official duties. In these circumstances the council will not accept any case, no matter its importance.
